Gina O’Barto – Prothonotary

The Prothonotary serves as the chief clerk of the Civil Division of the Court of Common Pleas and is responsible for recording all civil procedures before the court. It is the mission of this office to provide accurate recording of all civil documents and to improve, through innovation and technology, the art of record keeping. It is our continuing goal to operate the office in a cost- effective, accurate, and customer friendly manner while always keeping you, the taxpayers, in mind.
All records maintained in the Prothonotary office are available for public view unless sealed by the Court. Current filings are electronically scanned and made available for immediate view through e-services public records search. Older documents are located in docket books or microfilm. The public is welcome to conduct research in the Prothonotary office by utilizing the three public computer terminals within the office.
During my first term in office improvements noted were a complete office renovation to improve access for the public (this was completed internally with no cost to taxpayers), extending office hours one day a week to process passport applications. We have also recently started onsite processing at local colleges for students seeking passports to study overseas.
This year will begin Phase 1 of updating computers in the office at no cost to taxpayers. The use of the offices internal automation fund generated from a fee received on transaction will be used for this project.
We are currently working to update local rules for electronic filing of documents to ensure easier filing of cases for attorneys. Electronic filing was implemented in 2021 and the current rules need evaluated and updated.
